Cosco Shipping Launches Phase 2 of Jurong Island Logistics Hub in Singapore

COSCO SHIPPING International (Singapore) Co., Ltd has commenced construction of the second phase of its Jurong Island Logistics Hub (JILH Phase 2), marking a significant expansion in Singapore’s major petrochemical logistics sector.

The groundbreaking ceremony, held on December 17, 2024, was hosted by Cogent Jurong Island Pte Ltd, a wholly owned subsidiary of COSCO SHIPPING International.

The event was attended by Ms. Christine Wong, Assistant Chief Executive Officer of the Cluster Group at JTC, and Mr. Kwang Koon Way, Vice President of Green Economy, Energy and Renewables at the Economic Development Board, along with representatives from leading multinational corporations in the chemicals, shipping, logistics, and oil & gas industries.

“This groundbreaking ceremony reflects Cogent’s commitment to innovation and sustainability,” said Mr. Lan Chun Hai, Executive Vice President of COSCO SHIPPING International (Singapore). “Jurong Island Logistics Hub Phase 2 will set a new benchmark in logistics capabilities and environmental stewardship, supporting our customers’ needs while contributing to Singapore’s green transformation.”

JILH Phase 2 aims to address the increasing demand for specialized logistics services in the petrochemical and chemical sectors on Jurong Island, Singapore’s primary petrochemical hub.

Building on the success of Phase 1, which achieved full temporary operating permit in April 2021 and reached full warehouse utilization within three months, Phase 2 will add 2.5 hectares of land and approximately 62,500 square meters of built-up area, nearly doubling the hub’s capacity.

Ms. Christine Wong commented, “We welcome Cogent’s expansion of its Jurong Island Logistics Hub, which will enhance the logistics ecosystem in Jurong Island by encouraging a more sustainable and efficient mode of cargo transportation. This will support our collective efforts to transform Jurong Island into a sustainable energy and chemicals park.”

The expanded JILH Phase 2 will integrate seamlessly with Phase 1 through shared infrastructure, including a ground-to-roof ramp, creating a mega logistics hub with around 650,000 square feet of warehouse space.

The facility will offer comprehensive logistics services such as handling dangerous goods, drumming services, container storage, ISO-Tank cleaning with heating capabilities, 24-hour transportation for both DG and non-DG cargo, and empty container depot services.

Innovations planned for Phase 2 include a double-volume warehouse for higher stacking and the implementation of automated guided vehicles (AGVs) to enhance operational efficiency and cost-effectiveness.

The continuation of the patented rooftop container depot design from Phase 1 aims to reduce external trucking trips, thereby increasing both efficiency and sustainability.

Aligned with Singapore’s green transformation goals, JILH Phase 2 incorporates sustainable practices to minimize its carbon footprint.

Its proximity to the Jurong Island Terminal (JIT) and the use of barging containers instead of traditional road transport, along with the rooftop depot design, are expected to significantly cut transport time, costs, and emissions.

Upon completion, JILH Phase 2 is set to bolster COSCO SHIPPING International’s logistics capabilities, reinforcing its position as a key player in Singapore’s logistics industry. The expansion also supports national green initiatives, shaping the future of logistics on Jurong Island and beyond.
