QBE Re said it has appointed Cindy Foo as Head of Asia, Treaty, a newly created role aimed at expanding the reinsurer’s treaty footprint across the region, effective Dec. 1, 2025.
Foo will be based in Singapore and report to Abdallah Balbeisi, executive director for Europe and Growth Markets. QBE Re said Singapore will serve as its Asia hub under the growth plan.
Foo brings more than two decades of reinsurance experience, including senior underwriting and client management roles at Berkley Re Asia, Asia Capital Re, Swiss Re and Munich Re. At Berkley Re Asia, she served as head of underwriting and branch manager, helping build a regional portfolio since 2016.
“The appointment underscores our ambition to build a sustainable, client-focused treaty franchise in the region,” Balbeisi said, adding that the unit will work closely with QBE’s wholesale (facultative) business to align strategy in Asia.
QBE European Operations is part of QBE Insurance Group, listed in Australia and rated AA- by S&P. The group reported gross written premium of $22.4 billion for the year ended Dec. 31, 2024.
