The Asian Development Bank (ADB) has approved a $1.45 billion loan as the second and final tranche of its financing package for the Malolos–Clark Railway Project (MCRP), a key segment of the Philippines’ flagship North–South Commuter Railway (NSCR).
The 53.1-kilometer MCRP will link Malolos in Bulacan to Clark in Pampanga, forming a major part of the 163-km NSCR system aimed at easing congestion in Metro Manila, cutting travel time, and boosting economic integration across Luzon.
“This is one of ADB’s biggest project financings in Asia and the Pacific,” said ADB Philippines Country Director Pavit Ramachandran. “We are proud to partner with the government in making the vision of a world-class mass transportation system a reality. This major transformative project will spur more investments, create jobs, and contribute to sustaining the country’s growth momentum.”
The MCRP will offer three train services—regular commuter, express, and airport express—to connect major cities and Clark International Airport. It is designed with disaster-resilient features and environmentally friendly technology, and is expected to reduce greenhouse gas emissions by shifting commuters from private vehicles to mass transit.
ADB had earlier extended $1.3 billion in 2019 for the first tranche, which has been fully utilized. Japan International Cooperation Agency (JICA) is co-financing the project and will supply rolling stock and core railway systems, including tracks and electrical equipment.
Beyond construction, ADB said it will continue supporting implementation efforts, including livelihood assistance for affected communities. The project is part of ADB’s broader support for inclusive and sustainable infrastructure in the region. – Business News Asia
